Operators have the responsibility to declare and give the geolocation position of each BTS (Base Transceiver Station, Antennae). In many countries, the regulation imposes that operator pays for the operation of each BTS. For instance, BTS use 4% of the world electricity and produce 3% of the world Co² emission. As a result, each undeclared BTS is a potential loss of revenues for the country.
